BI competence gaps and way ahead

At the BI workshop Engaging senior leaders in building integrity in the defence and security sector on 18 December 2014 in the NATO HQ in Brussels, Prof. Tagarev, Amb. Rathev and Dr. Fluri presented a report reviewing the the BI capacity building in South-Eastern Europe in 2013 and 2014, elaborating on identified competence gaps, and outlining Building Integrity curricula (1) of a notional masters degree programme, possibly as a distinct integrity track in a programme on security and defence management ot public administration in defence and security; and (2) of a six module BI qualification course. The follow-up discussion focussed on the possibility to design, certify and conduct the qualification course within a multinational 'smart defence' approach.
